Ehud Barak, Israel's defence minister, said it was too early to talk about a truce and that details of any deal were still being finalised.
"It's early to herald a ceasefire, and even if it were to happen ... it is difficult to estimate how long it will last.
"The test will be in the implementation, but it is important to give it a chance," Barak said in a speech north of Tel Aviv on Tuesday.

A second stage would focus on the return of captured Israeli soldier Gilad Shalit and on a deal to reopen the main Rafah crossing into Egypt, they say.

UNHCR said there are 3 million displaced Afghans, most in neighboring Pakistan and Iran, and 2 million Iraqi refugees, mostly in Syria and Jordan.
